What law created National Pathfinder Day?
The story begins in 2019, when then-federal representative Tadeu Alencar, from Pernambuco, introduced Bill 3936/19. A bill is like the idea of a law: to take effect, it has to be approved by the Chamber of Deputies, then by the Senate, and finally signed by the president.
That's exactly the path it took. The bill passed the Chamber of Deputies in 2021 and the Senate in July 2023, with a report from Senator Hamilton Mourão in the Education Committee. On September 4, 2023, President Luiz Inácio Lula da Silva signed Law No. 14,665 — which also carries the signature of then-Minister of Justice Flávio Dino. The following day, it was published in the official federal gazette, the outlet where the government publishes everything that becomes official.
The law is short: two articles. The first creates the date; the second says it takes effect upon publication. In other words: sixteen days after it was signed, on September 20, 2023, Brazil experienced its first official National Pathfinder Day.

Why is the date September 20?
According to Agência Câmara, September 20 was chosen based on how Pathfinder Day is celebrated in other countries. September is already, traditionally, the month of Pathfinders worldwide — so it made sense for the Brazilian date to live there too.
But here's the detail worth being proud of: no other country had turned this celebration into national law. Pastor Udolcy Zukowski, then the South American Pathfinder leader, pointed out that Brazil was the first nation in the world to officially declare the date. It's like scoring the first goal in a match the whole planet is watching.

What's the difference between World Day and National Day?

World Pathfinder Day is a celebration run by the Adventist Church itself, held on the third Saturday of September — the day changes every year. National Day, on the other hand, is Brazilian, created by law, and always falls on September 20.
In practice, the two dates stay close together. In 2025, for example, the third Saturday landed exactly on September 20 — a double celebration on the same day. Why do Pathfinders deserve a national day?
The numbers help explain why. When the law was signed in 2023, the Adventist Church counted around 291,000 Pathfinders in 10,301 clubs in Brazil — official reports from the Chamber and Senate cite more than 280,000 participants in roughly 10,000 clubs. Worldwide, the movement brings together close to 2 million young people in more than 160 countries, and it has existed since 1950.
